This incident caused the partial shutdown of the CTA tunnel and the Terminal 3 parking area.

An additional two individuals have been arrested in connection with a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, according to police.

A 24-year-old man, was taken into custody in the Lambeth area on suspicion of theft and assault and a woman, 23 was detained for suspected conspiring to commit a robbery. They both are still being held, authorities confirmed.

The arrests come after a probe into an attack at the multi-storey car park at Heathrow's Terminal 3 this past Sunday. Before the attack, two women had stolen from them their luggage after getting out of a car park lift.

A three-year-old girl was one of the injured in the event. Five people were taken to the hospital for medical care and were later discharged.

Officers detained a man in his thirties for suspected robbery and assault close to the scene. He has since been released pending further inquiries as the investigation proceeds.

Police were called at about 08:10 GMT after reports came in regarding a number of individuals injured by a noxious substance believed to be an irritant spray.

The attack - an event that police said was isolated and not considered an act of terror - caused delays to rail services and the temporary shutdown of the main airport tunnel and the T3 car park for a short time.
